Short answer Yes, where it is gathered by a detective holding a TIP licence, obtained lawfully, and supported by a legitimate interest — which ownership of the property plainly is. A report produced by an unlicensed operator is not admissible, whatever it contains.
This is the practical reason to instruct a licensed detective rather than rely on a neighbour's photographs or a management company's account. Your own material may be true and still be worth little at the point it is tested; a signed report by a licensed professional is a different category of document.

Will the occupiers know you have been?
They should not. Discretion is operational, not decorative — occupiers who know they are being documented behave differently, and organised groups sometimes react.
I only found out weeks later. Is it too late?
No. Later is harder because the date of entry is more difficult to establish, but it is still frequently possible through records and enquiry. Start now rather than after another month.
What if they are claiming to be tenants?
That is a common defence and it changes the case, so it needs addressing with documents rather than assertion. Establishing whether any tenancy ever existed is part of the work.
